미국 뉴욕의 단체들이 조선학교 차별정책에 반대하는 항의서한을 일본 외교공관에 전달한다. 한인 단체와 재미 일본인 단체, 미국 퀘이커 평화단체 등은 현지시각 20일 낮 12시 30분 뉴욕 맨해튼 일본영사관 앞에서 ‘조선학교 차별정책을 중단하라’는 내용으로 항의집회를 연다.
이들은 항의서한에서 “조선학교는 과거 일제 강점기 시기 전쟁 총동원령에 따른 징집으로 타의로 일본에 거주한 후 고향에 돌아가지 못한 이들이 세운 교육기관”이라며 “일본인과 똑같이 납세의 의무를 다하고 있음에도 무상교육 제외 등 차별을 하는 것은 국제적으로 용납될 수 없다”고 밝혔다.
이어 “미국에 거주하는 일본인들이 미국 정부의 부당한 교육차별을 받는다면 받아들일 수 있겠느냐”면서 ▲비인권적 차별 즉시 중단 ▲무상교육 배제 중단 ▲무국적 상태의 재일 조선인의 법적지위 보장 등을 촉구했다.
이날 집회는 영어와 일본어, 한국어도 동시에 진행되며 일본 내 조선학교 졸업생과 교사들도 참여한다. 뉴욕의 한미일 단체는 서한을 일본 총영사에게 전달한 뒤 주미일본대사에게도 보낼 예정이다. 뉴욕에서 한국과 미국, 일본의 단체가 합동으로 이러한 집회를 여는 것은 이번이 처음으로 알려졌다.
일본은 일본 내 조선학교에 대한 차별정책을 갈수록 노골화하고 있다. 아베 정권이 출범한 지난 2013년 무상화 정책에서 조선학교를 제외하는 법령이 확정됐고, 이에 맞서 조선학교 측은 소송을 제기했다. 그러나 법원은 일본 정부의 결정에 손을 들어주며 사실상 차별을 방조하는 분위기다. 최근 대법원 성격을 띠는 일본 최고재판소는 도쿄 조선중고급학교 고급부 출신 학생 61명이 무상교육 대상에서 자신들을 제외한 것은 부당하다며 제기한 소송을 기각했다.
이런 상황에서 10월부터는 조선학교의 어린아이들마저 무상화 혜택을 누릴 수 없게 됐다. 아베 정부는 양육세대 부담 감소와 질 높은 교육을 위해 유아시설에 대한 무상화 정책을 발표했으나 조선학교 유치반은 배제했다. 재일조선인총연합회(총련)의 지원을 받고 있다는 이유에서다. 아이들의 부모는 일본인과 똑같이 주민세를 납부하고 있고, 조선학교의 교육과정도 우리말 등 민족 교육을 제외하면 일본 유치원과 크게 다르지 않다.

RE:Protest Concerning Discriminatory Policy of the Government of Japan
Against Korean Schools in Japan
WE, the undersigned, Korean-Americans in solidarity with Japanese-Americans\and other concerned U.S. citizens, request to convey our appeal - regarding Japan’s policy decisions\and their detrimental impact on the education of those of Korean descent in Japan - to Prime Minister Shinzo Abe\and Japanese citizens for serious consideration.
The descendants of those rom the Korean peninsula who were drafted\and forcibly moved to Japan for the purposes of forced labor war production during the Japanese colonial period are made up mostly of naturalized Japanese citizens of Korean descent, Korean permanent residents who adopted Republic of Korea nationality,\and Koreans residing in Japan without nationality.
Due to the policy by the Government of Japan to waive the tuition waiver program atall levels of the 524 Korean Schools (also known as Chosun Schools), we are flooded with pleas of pain\and anguish rom the families ofapproximately 10,000 students who must now pay private school fees for what was recentlyconsidered a public education.These families are law-abiding, tax-paying,\andlong-standing members of the Japanese community who deserve the Government of Japan’s support for their community\and their historical\and cultural schools.
The United Nations’ Universal Declaration on Human Rights affirms that education is a fundamental human right, not a privilege.Japan’s prolonged continuation of such a discriminatory policyis a direct afront to this fundamental right\and pushes those of Korean descent in Japan further into the margins of a society in which they deserve to be treated fairly\and with respect.
Therefore, we call on the Government of Japan to:
1. Stop immediately its discrimination against all Koreans in Japan;
2. Cease the exclusion policy against Korean (Chosun) Schools\and restore the tuition waiver program;
3. Guarantee legal status of Korean residents without nationality.
We trust that the Government of Japan will respond favorably in this matter,\andwe will not rest until our appeals become reality.
