18일 한국대학생진보연합(이하 ‘대진연’)이 미국의 한미연합군사훈련 중단과 대북적대정책폐기를 요청하는 성명을 발표했다.

성명은 한글본과 영어본 두 가지 형식으로 발표됐다.

성명에서는 “전 세계 유일의 분단국가, 이 한반도에서 70년이 넘게 서로를 적대해 온 역사는 그야말로 비극 그 자체이다. 그렇기에 평화와 통일, 종전을 약속한 두 차례의 남북공동선언과 북미공동선언은 결코 물릴 수 없는 중대한 역사의 한 걸음이었다”라며 남북공동선언, 북미공동선언의 중요성을 해설했다.

다음 문단에서는 “그러나 오늘날, 전진만이 있을 줄 알았던 그 걸음은 오히려 뒤로 향하고 있다. 공동선언 이후에도 북한을 향한 적대 정책이 그대로이기 때문이다. 그 대표적인 것이 한미연합군사훈련 강행이다”라며 한미연합군사훈련으로 남북관계가 후퇴하고 있다고 꼬집었다.

이어 “북한에 대한 선제공격을 전제로 하며 북한의 최고지도자를 참수하는 작전을 포함하고 온갖 종류의 핵무기가 동원된다는 점까지, 한미연합군사훈련은 명백한 전쟁 도발 행위이다. 남북이 서로를 향한 군사적 적대행위를 중단하기로 약속했기 때문에 이를 강행하는 것은 합의에 위반되는 행위이다”라며 한미연합군사훈련의 문제점을 짚었다.

성명에서는 계속해서 “반면에 북한은 비무장지대의 군사시설을 폐쇄하고 풍계리 핵실험장을 폭파해 합의를 적극적으로 이행했다. 북미합의에 따라 한국전쟁 참전 미군 유해도 모두 송환했다”라며 북한이 약속을 이행했음을 밝혔다. “그러나 미국은 2019년 하노이 회담에서 미리 합의된 것들을 뒤엎으며 대화의 자리를 파탄 내고, 남북관계 개선에 나서는 문재인 대통령에게 종북좌파라는 식의 망언을 일삼으며 어깃장을 놓는 등 대북적대정책을 지속하고 있다”라며 미국의 내정간섭이 계속됐음을 밝혔다.

또한 “미국이 이러한 태도를 바꾸지 않으면 한반도에 평화통일은커녕 종전도 오지 않는다. 남북, 북미 사이의 불신도 쌓여갈 수밖에 없다. 정말로 돌이킬 수 없어지기 전에, 미국은 당장 한미연합군사훈련 중단, 대북적대정책철회를 약속해야 한다”라며 대북적대정책을 하루빨리 철회할 것을 촉구했다.

끝으로 “이에 끝까지 전쟁과 적대로 물든 악으로 남아 몰락하고 싶지 않다면, 미국은 지금이라도 총을 내려놓아라”라고 미국에 요구했다.

     전 세계 유일의 분단국가, 이 한반도에서 70년이 넘게 서로를 적대해 온 역사는 그야말로 비극 그 자체이다. 국가보안법이 좀먹은 반쪽짜리 사회는 혐오와 적대로 가득하고, 분단과 전쟁 중이라는 특수한 상황 속에서 우리 민족은 끊임없는 불안에 시달려왔다. 그렇기에 평화와 통일, 종전을 약속한 두 차례의 남북공동선언과 북미공동선언은 결코 물릴 수 없는 중대한 역사의 한 걸음이었다.

     그러나 오늘날, 전진만이 있을 줄 알았던 그 걸음은 오히려 뒤로 향하고 있다. 공동선언 이후에도 북한을 향한 적대정책이 그대로이기 때문이다. 그 대표적인 것이 한미연합군사훈련 강행이다. 북한에 대한 선제공격을 전제로 하며 북한의 최고지도자를 참수하는 작전을 포함하고 온갖 종류의 핵무기가 동원된다는 점까지, 한미연합군사훈련은 명백한 전쟁 도발 행위이다. 남북이 서로를 향한 군사적 적대행위를 중단하기로 약속했기 때문에 이를 강행하는 것은 합의에 위반되는 행위이다. 북한에서 수차례 반대의사를 표명했음에도, 한미는 이 훈련을 지난 8월에 이어 올해 8월에도 강행하겠다고 밝혔다.

     반면에 북한은 비무장지대의 군사시설을 폐쇄하고 풍계리 핵실험장을 폭파시켜 합의를 적극적으로 이행했다. 북미합의에 따라 한국전쟁 참전 미군 유해도 모두 송환했다. 그러나 미국은 2019년 하노이 회담에서 미리 합의된 것들을 뒤엎으며 대화의 자리를 파탄 내고, 남북관계 개선에 나서는 문재인 대통령에게 종북좌파라는 식의 망언을 일삼으며 어깃장을 놓는 등 대북적대정책을 지속하고 있다. 대북적대정책이라는 칼을 겨눈 채 한반도 평화나 통일과 같은 입바른 소리만 해대고 있는 것이 지금 미국의 모습이다.

     미국이 이러한 태도를 바꾸지 않으면 한반도에 평화통일은커녕 종전도 오지 않는다. 남북, 북미 사이의 불신도 쌓여갈 수밖에 없다. 정말로 돌이킬 수 없어지기 전에, 미국은 당장 한미연합군사훈련 중단, 대북적대정책 철회를 약속해야 한다. 문재인 정부 또한 그러한 미국의 눈치를 보며 합의 이행을 제쳐 둘 것이 아니라, ‘우리민족끼리’라는 남북공동선언 기본 정신에 입각해 남북합의를 적극적으로, 자주적으로 이행해나가야 한다.

     평화통일을 향해 가는 우리 역사의 준엄한 흐름 속에서 우리 민족은 결국 승리할 것이다. 이에 끝까지 전쟁과 적대로 물든 악으로 남아 몰락하고 싶지 않다면, 미국은 지금이라도 총을 내려놓아라.

The U.S. should stop the South Korea-U.S. joint military exercises\and 

abandon its hostile policy toward North Korea.

     The only divided country in the world, the history of antagonizing each other on the Korean Peninsula for more than 70 years, is simply a tragedy. Our people have been dogged by constant anxiety in the special situation that the half-society eaten by the National Security Law is full of hatred\and hostility, division\and war. Therefore, the two inter-Korean joint declarations, which promised peace, unification\and the end of the war,\and the North Korea-U.S. joint declaration were important steps in history that could never be bitten.

     Today, however, that step, which was only expected to be forward, is rather backward. This is because the hostile policy toward North Korea remains the same even after the joint declaration. The representative is the enforcement of South Korea-U.S. joint military drills. The South Korea-U.S. joint military drill is a clear act of war provocation, including the operation of beheading North Korea's supreme leader\and the mobilization of all kinds of nuclear weapons on the premise of a preemptive strike against the North. Since the two Koreas promised to stop military hostilities against each other, pushing ahead with them is a violation of the agreement. Despite North Korea's repeated opposition, South Korea\and the U.S. said they would push ahead with the drill in August this year.

     On the other hand, North Korea actively implemented the agreement by shutting down military facilities in the Demilitarized Zone\and detonating a nuclear test site in Punggye-ri. The U.S.-North Korea agreement repatriated all remains of U.S. soldiers who fought in the Korean War.  However, the United States continues its hostile policy toward North Korea by canceling the things agreed in advance at the 2019 Hanoi summit, destroying the dialogue,\and obstructing President Moon Jae-in, who is trying to improve inter-Korean relations, by saying he is a pro-North Korean leftist.The U.S. is now saying only the right words such as peace\and unification on the Korean Peninsula, aiming at the knife of hostile policy toward North Korea.

     Unless the U.S. changes its attitude, the end of the war, let alone peaceful reunification, will not come to the Korean Peninsula. Distrust between the two Koreas\and the U.S. is also bound to pile up. Before it is truly irreversible, the U.S. should immediately promise to halt South Korea-U.S. joint military exercises\and withdraw its hostile policy toward North Korea.  

Moon Jae-in government should also actively\and independently implement the inter-Korean agreement with the basic spirit of the inter-Korean joint declaration of "our people" rather than putting aside the implementation of the agreement by looking at the U.S.

     In the stern course of our history toward peaceful reunification, our people will eventually win. If you don't want to remain war-torn evil to the end\and fall, America should put down its guns now.
